Solution 1: Continue the current ban on whales with more regulation and enforcement of it.
Positive: Nations will be held accountable for their actions and can't abuse their power- whales start making a come back.
Negative: Countries can still find loopholes such as scientific experiments in this plan and the IWC doesn't have enough resources to sustain this enforcement.

This is a design for t-shirts, bumper stickers, and other merchandise to promote the end to whaling. Listen to the whale and end whaling! Although there may be profit in whaling, we must consider the effects on the whales.

Solution 2: Place greater restrictions on whaling. We need to limit the species of whales hunted and the seasons.
Positive: This will help the endangered species bounce back and get their populations to a better and more safe level. This will give them an opportunity to mate and bring their populations back up.
Negative: This has similar issues to the solution above. The ocean is so large, it is irrational to think we can control what happens everywhere. This will be hard to enforce.

This is a chart of how who is responsible for the majority of whale hunting. Countries such as Norway, the U.K., and Japan are mostly responsible for whaling. If we work now to get this message in the minds of future generations, we can help slow whaling!

Solution 3: End Whaling completely.
Positive: Allows whale population to increase and get off the endangered list.
Negative: This solution is unrealistic because no whaling nation is going to agree to this and it's also extremely hard to enforce.

Solution 4: Encourage future generations to take a stand against whaling. The goal is to educate the children about the problems that result from whaling.
Positive: It will help whales in the long run and ensure that they have someone looking out for them in the future.
Negative: Not everyone will listen. It is hard to change the minds of an entire generation. It doesn't create a strict set of rules for countries to follow so it is possible that whaling will continue.
